Subject: URGENT: Help with Broken Water – RE: Water/Wastewater Account 1938-9920-1233 Case 101000552928

Dear Debra,

Thank you for researching this broken water problem.  I was wondering when the other tests were going to be run?

It looks like the city ran tests on the meter they took, but the problem is the underground transmitter according to your city employees…when will that test be done?  Can you please get that test run and as a courtesy place my account on protective hold for a month while you get the tests done?  I really appreciate it.  Please see the attachment from plumbers to better understand this broken water problem.

Please take a look at my little Houston house…7815 Windswept Ln Houston TX 77063 on Google…if I had ever used 77,000 gallons of water in a month that house would have floated down the street.  I am home every day so I would have noticed any running water, which there never was any running water except the 12+ breaks up and down the street that ran water for a long time this last summer & so I am thinking that might have caused this issue giving me false high readings.  In October, my water was completely off for almost 2 weeks when the plumbers – see attachment – shut off my water at the house because I was in Cabo.  I have never had a problem before & always paid my bills on time – and am happy to pay for anything I used and owe…of course…but it is just completely impossible for me to have used all that water especially since we had a draught and I followed the water rationing.  The city owes me $2,912.96 which I would like deposited back into my account.  I am filing the form you sent me for the unusually high water bill.

I would average that I might have used 4,000 gallons of water per month costing $36.32 per month for 9 months, because I limited water use due to the bill, water rationing, etc. – so that should only cost $ 326.96 not the $ 3,239.84 that I have been charged.

Please have this fixed or get me to the correct high level person with authority at the water department, mayor’s office, or the correct city government official.

Is there a form I need to fill out to test meter transmitting device that is attached to the meter?

Also, how can I have the meter and transmitter tested by a third party?  I really need to have this problem fixed, because my water bill is for some reason often more money than my mortgage house payment to Chase Bank and that was never the case before.  And, how do I get the records of all the 12 breaks on my street Windswept, when they were fixed, how they were not fixed for weeks and months?  I think I will also need those for the adjacent streets & the business section behind my house…could they have somehow tapped into my water?  I will start a survey and canvas all my neighbors.

I think I will need break fix records for 2011 all surrounding streets in the image above & failure testing and records for transmitters in last 5 years for those streets.  Also, can you email me all my water bills for 2008, 2009, 2010 and 2011.

Thank you so much for your help.
